Does your job require you to not only respond as part of the emergency response for hazardous or chemical incidents, but to assume command of the incident once you get there?

This course helps to provide certification to the Incident Commander level, as required by 29 CFR 1910.120 (q)(6)(v), Incident/Scene Commander. After successful completion of the course, you will receive a certificate showing that you have received 8 hours of training towards that required certification and 0.8 CEU's.

WHO SHOULD TAKE THIS CLASS?

Do you want to be, or perhaps already are, someone who is responsible for an emergency situation involving the release or potential release of hazardous materials? You could be someone responsible for emergency response at a fixed site such as a manufacturing or chemical facility. You might even be a Public Safety person in the Police, Fire or even Emergency Medical field. It really doesn't matter since the requirements and principles are the same. You are someone who should be trained as an Incident Commander.

This course is designed for those already trained to a First Responder Operational Level or higher, to help you understand the incident command system, and provides the material from which you can safely and effectively command an emergency response incident whether your position is with a public (such as fire or police department) or private organization. It provides training to help you certify to the level of Incident Commander which is required at every emergency hazardous or chemical incident response. It helps you fulfill your OSHA training requirement under 29 CFR 1910.120 (q) for Incident/Scene Commander.

COURSE OBJECTIVES:

Course objectives come directly from the Hazwoper regulation. Upon completion of the program, the student will have completed the following objectives:

  1. Reviewed the requirements for certification to the First Responder Awareness (FRA) level in accordance with 29 CFR,  Part 1910.120 (q) (6) (i) which include the following:
    1. An understanding of what hazardous substances are, and the  risks associated with them in an incident.
    2. An understanding of the potential outcomes associated with  an emergency created when hazardous substances are present.
    3. The ability to recognize the presence of hazardous substances in an emergency.
    4. The ability to identify the hazardous substances, if possible.
    5. An understanding of the role of the first responder awareness in the employer's emergency response plan (including site security and control), and the U.S. Department of Transportation's Emergency Response Guidebook.
    6. The ability to realize the need for additional resources, and to make appropriate notifications to the communication center.
  2. Reviewed the requirements for certification to the First Responder Operations (FRO) level in accordance with 29 CFR, Part 1910.120 (q) (6) (ii) which include the following:
    1. Knowledge of the basic hazard and risk assessment techniques.
    2. Know how to select and use proper Personal Protective Equipment (PPE) provided to the first responder operational level.
    3. An understanding of basic hazardous materials terms.
    4. Know how to perform basic control, containment, and/or confinement operations and rescue injured or contaminated persons within the capabilities of the resources and PPE available with their unit.
    5. Know how to implement basic equipment, victim, and rescue  personnel decontamination procedures.
    6. An understanding of the relevant standard operating procedures and termination procedures.
  3. Met the requirements for certification to the Scene Commander level in accordance with 29 CFR, Part 1910.120 (q) (6) (v) which include the following:
    1. Know and be able to implement the employer's incident command system.
    2. Know how to implement the employer's emergency response plan.
    3. Know and understand the hazards and risks associated with employees working in chemical protective clothing.
    4. Know how to implement the local emergency response plan.
    5. Know of the state emergency response plan and of the Federal Regional Response Team.
    6. Know and understand the importance of decontamination procedures.

COURSE REQUIREMENTS

Students will complete 7 self-paced lessons, review questions at the end of each section, conduct a final exercise and take a test via electronic format. No text is required; all course materials are available online. You may consolidate sections for printing and off-line study. The course will take approximately 8 hours to complete. Upon registration, you will receive a password via email, giving you access to the course contents at http://classes.hazmatschool.com/ .

GRADING POLICY

Passing this course requires completing end-of-section review questions and completing a final exercise. There is no passing grade required for review questions. The final exercise must be passed to the instructor's satisfaction.

COURSE SCHEDULE AND DEADLINES

The course is designed to be self-paced. You will have two (2) months to complete this course. If you do not finish in two months, you will need to register again. Upon successful completion of the course, click on the Send Certificate button, fill out the form, and you will receive a certificate via U.S. mail.
